Set Instant Pot to sauté mode. Add a drizzle of oil, onion, carrots, and celery. Cook until softened, about 5 minutes.
Stir in garlic, thyme, parsley, salt, and pepper. Cook briefly until fragrant.

Pour in chicken broth, making sure the rice is submerged. Do not stir.
